There are a few artists who lack strong skills who have "made it". ONE and ZUN come to mind. They make up for low skill in other ways. Idea guys I guess. It's not impossible but it's a little bit harder if you don't meet a baseline of competence. I think almost everyone of normal intelligence can at least attain the level of pic related (ie simple appealing cartoons) with the tiniest bit of diligence and taste. Cartoons are more about appeal and good shape sense than the highest level of fundamental skill. Idk, do what works for you, that's all I got.
