No and no.

Well it does indicate movement but not as much as it could if done with extreme perspective / foreshortening and a more dynamic pose.

It's not appealing to look at because it is neither realistic enough nor stylized enough, it sits in the middle and your flaws in anatomy become very apparent.

Pic related conveys a lot of movement and is very dynamic. It's also based on fairly realistic proportions, it's based on Loomis idealistic 8 heads tall proportions.
