Yes he's legit. He's been one of the top Chinese painters for a long time now, and he teaches as well.

That pic you posted is a weird process, but he paints other ways as well, pic related.

RGB are the primary colours of additive light mixing. If you want to understand how light interacts, you use these three. subtractive colour mixing comes from a specific tradition of working with pigments that absorb light, so the true opposites of RGB are CYM. RYB were the primaries for traditional painting because they had the easiest access to the more common pigments, since Magenta is not naturally occurring and Cyan is very hard to come by.

RGB, however, is where it's at, since even though traditional paints must be looked at through the lens of subtractive mixing, you are painting light that mixes additively and can't be avoided. Check out James Gurney's Color and light, as well as David Brigg's Huevaluechroma for the information regarding the science of light.

Tl;dr: painting with RGB sliders is best because there is no gap between how physical light interacts with our eyes and the medium we use to mix with. It's literally painting with light.

Pretty much can do every stage of drawing with great discipline. I admire this dude.
