Is this the right board? What is?

Every day I picture something visual I would want to express myself with, the moment I look at paper, I don't care. Even if I look from my computer straight down to paper on my lap.

I am not a visual artist and have no experience.
Should I buy a graphics tablet and hate my amateur work or just continue to do nothing and avoid the life of self doubt? (I hate using touch pads and mouse(s?) for drawing.)
