At this point you are drawing very symbolically. You are constructing, but only for the circle for the head and the cross hair. That's it. You need to be applying construction to every part of the body. You should for example start out with a box for the head instead of a circle, this helps getting the perspective right. Like in the picture related, I think this will help you out in finding the right proportions and symmetry. Then just break the rest of the head into simple shapes and go from there, imagine like you were carving something out of a block of wood or something. Like you were sculpting.
