Under the eyes? yeah, I usually draw lashes that way to define the bottom of the eyes a bit more.
As for copying >>7053244, I can't actually give you advice other than mileage and drawing a lot. The /asg/ thread actually is big on copying anime (they have some fixation on hitting 80%+ accuracy on copies though for some reason). I tried but her left eye came out kinda wonky, so maybe I have to do some copy accuracy practice myself
