Whatever stimulates your protective instinct.
Giving something child-like qualities is a pretty foolproof way to make something cute.
Take anime girls for example.
>Large head proportion relative to body
>Larger eyes relative to head
>Smaller nose
>Less detail, make them seem softer
All these qualities are present in children as well.
This stimulates our primal instincts to make us feel protective over the cute thing, similar how we would feel protective over a child. We basically evolved to feel protective over things that resemble our offspring (cute things) so we can survive as a species so you should exploit that fact as hard as possible when trying to draw cute.
