I wouldn't consider this as pixel art, its more like aliased art. Pixel art is one of those things that sadly should follow certain criteria because is by product of limitations, reduce your color palette to 16 (you can use more or less but the idea is to create limitations) or less, get more comfortable with screentones and dithering this.

tl:dr: You are using way too many colors, dithering allows you to "fake" colors. Also I don't like the moon, and the view doesnt makes sense between the top and bottom buildings (unless they are containers...)
