Sai gives you access to hard brushes and soft brushes so I don't see why not.

Personally I use SAI because my computer can't handle potatoshop, >>1752765
and pic related is what I've done/am doing so far.

Whats your process for painting? Maybe you should look up some guides for it, another anon linked me:

and it seems applicable to SAI, block in, blend and add then detail.
