Uhhh, sure. It's important to have a directed goal for everything you do. To be sure, there is a grind aspect of art which can only improve through repetition but if you want to make greater gains outside of technical skill, you'll want to develop an eye for the analytical. Look at stuff you like, figure out how you would replicate it. Figure out why the composition is a certain way. Figure out why they chose the colors they did. Basically, practice without direction is like shooting blindfolded-- maybe you'll hit your mark, maybe not but it's much easier hit the target if you take off the blindfold and look in the direction of it.

So yeah, just watch people make stuff and try to figure out/emulate their decision making.
