There are 13 major muscle groups, to animate you need to simulate the behavior and tension of every single one and on top of that express the effect of emotions on body language for every single frame of an animation. How do you git gud at animating?

What should someone learning to draw for animation focus on? I get that drawing characters in perspective is a must, but are there any other fundamentals I should focus on? On the other hand, are there any recommended drawing exercises animators should practice?

Honestly nothing has helped me improve my gesture as much as copying Yoshinari and other Trigger sketches to study them. I understood line of action and rhythm but I didn't really grasp how they would be applied when working from imagination until I did a study of pic related and then suddenly Force started making sense to me. I really agree with >>3993425 with the addendum that skilled animators are great resources to study from because they know how to push gesture in a way that looks more clear and appealing than real life.

I don't like animating but I like the dynamic movement that animators seem to possess. Do you think I'll be able to gain that by doing "animation" on paper like in the example I posted or will I be missing out on some drawing skills by not animating.

The only symbols japanese animators use is occasionally the facial features. Everything else they draw has depth and volume. Top tier japanese animators are better at depicting 3 dimensional objects in perspective than you would be in a hundred lifetimes.
