I did a little redline and wrote some notes because I fee like your work has a lot of issues that other anons are getting at but not really explicitly explaining. Take these all with a grain of salt, but I hope this helps illuminate some of the issues with the piece. Also sorry that my redraw looks like a discount Timmy Turner.
I think the biggest thing that would help you is to actively study cartoon artists and the way they construct and design their characters. Doing some figure studies and especially gesture studies would also be beneficial, as all cartoons are based in life.
