but if I had to guess what she means, I think she's talking about shading too heavily to the extent where the forms are not longer intelligible/coherent.

You can call it not knowing how to shade, essentially, but I think it has more to do with deciding what parts of your forms you want in shadow, which ones you don't, what's perfect for the composition, and so on.
