I'm gonna sound like one of those /ic/ shitters, but this is some insane symbol drawing you have here. You're trying to attempt shading on a figure that's heavily stylized, and it looks like you're struggling with understanding the form of the face and hair. Take a step back and see if you can do some studies on human faces. If you really want to get into the whole anime drawing stuff, you can also do some studies of whatever style you want to achieve, but I do recommend getting a decent grasp of realism first. The body looks relatively alright for what it's worth.

Pic related is a good guideline to go by.

That being said, you have the right idea, but your sense of anatomy isn't at the point where you can make extreme poses like this. Notice how the body/head aren't skewed the same way as the arm, as if they exist in their own perspective.

Something to be noted is that the guides /ic/ recommends are guides people put together in hindsight. The "If I could have gone back" or "After learning all this stuff and making it work, here's the proper path to take".

It's assumed that when the advice is given, you're fucking around on your own time with a goal in mind or creating stuff for yourself from your imagination. Or rearranging what you learn into a whole new thing.

That's the most important key. Arguable the second would be using what you're studying constructively.

Anyway. If you find yourself in a trap where you can only draw from reference from only studying, the solution is to just draw shit. And do it the logical route. Start with small shapes in perspective, and start filling things in.

Hopefully it works out. It might not. I don't know. My artwork is fucking garbage too.

6) Fiddle around with whatever it is that you needed to improve in
7) Repeat forever

That's in theory. In practice, as long as you don't stop drawing, and you don't stop studying, you'll be fine.

Pretty much the practice of any skill or craft consists of three things

Fundamentals (important from beginner->master)
Tricks (intermediate->master)
Improvisation (expert->master).

Invest in a sketchbook so you don't have to worry about the downsides of doing digital only.

I don't think anyone has ever suggested attempting gesture drawing without first having a solid handle on the other fundamentals. Yes, people abuse it and use it as a crutch to hide their lack of understanding in other areas, but what you're saying here is a straw man. I'm not claiming that it's a necessity for a good drawing, I'm saying that it has a place in art and isn't totally worthless as you seem to think.
