You don't need to be that anal about it and draw a line that is divided into 7 heads for each figure, but you should definitely measure even if you don't place anything down on paper.
Also the loomis disk-hip-cape-ribcage mannequin is the most useless shit in existence imo, the only thing worthwhile in that chapter is the stuff he says about anatomical landmarks.
