You can never quantify a person's intelligence down to a single graded scale. People are not computers that think in code.
However, just because you cannot grade people like a computer doesn't mean that there are not generalized, observable trends in the way groups of people think/behave.
IQ is just a shorthand for this phenomenon, though yes it is more "nuanced". It's not "all or nothing". Saying that blacks have a general lower intelligence is the same amount of "incorrect" as saying they have an equal level of intelligence to whites. By your own standards, you're also wrong.

That's why it really just comes down to intuition and pattern recognition. There's a reason that the races naturally self-segregate. Just because you cannot for certain with a graded system say that X race is a certain way, doesn't make it any less true in the real world.
