Depends what's being commissioned
A digital portrait from photo? Maybe 100$, maybe even 50$
A traditional portrait based off of multiple photos with a specific style? Minimum 500$ if you're mailing me the art supplies to use lmfao, depending if you're nice and don't have money to pay 5000$, I'll take pity and charge whatever the art supplies cost me (canvas, pencils, erasers, paints, and a security of 20$ in case any of my brushes decide to fuck off)
