yeah deciphering anatomy underneath clothing is difficult
even though different styles go for different proportions and exaggerations etc some relations and proportions are just universally necessary for beauty
it is only a rough guess on my part where exactly her hips are, but this should demonstrate the issue
keep in mind, its not like you are supposed to do such measurement while drawing
you would either construct the anatomy underneath rigorously enough for the proportions to be right or you would eyeball it with enough experience and intuition (and catch your own mistakes by haven an intuitive sense of proportions)
