the proportions i've been using lately are a tweaked loomis which helps me get more consistent results. it doesn't deal with 1/3s, and it's easier to play around with. anime isn't quite loomis, usually the chins are a bit shorter. this 50 seconds shows roughly what i mean

my process is to draw a "circle" with a line halfway through. put the eyes on the line or slightly under. halfway down is the nose, halfway down is the chin. then fuck around with the height of the hair until it feels right, no point in really thinking about the hairline since anime hair gets big. try to keep eyes at least 1.5x eye width apart depending on the angle.

i've found women tend to look better with the 1/2 split between features and chibi/younger/teen girls tend to have 1/3s between the features like in the image posted below your reply. it's not a hard and fast rule but it helps for more modern styles (older styles have the mouth really high up even for mature women). then add all the layers of hair/accessories, which you don't have to because you picked a based bob cut.
