It's like saying drawing chibis is fetish art. Sometimes it just seems that way because when you practice anatomy unclothed it'll look questionable. But the same thing would happen when you practice drawing realistic children. It just happens that the moe look is based on children.

But yeah, it's true about the necks. just look at some children and sometimes you'll be amazed at how thin they are in comparison.
