Practice. There are no shortcuts. Study classic engraving, especially artists like Dore and Durer, and try to emulate what they were doing. Work on your line technique, and using variable widths, and use crosshatching to create value. Practice by filling simple shapes with lines to create values that are close to grey values, like try to figure out how to do 10%, 20%, 30%, etc.

There are no "rules' to it, work out works best for you. Practice using lines and their angles to convey volume, shape and depth. It's pretty challenging, so be prepared to put many years into mastering it - the greats like Dore and Durer did.

There are no "rules". You learn by trying. You build a mental and physical library of things that work, and things that don't. Which directions the lines take are up to you - what works best for the piece? Maybe the subject matter will be enhanced by horizontal lines. Other forms will benefit from curved lines. Traditional cross hatching is based on using multiple angles on top of each other to get darker values. Study artists like Durer and Dore, to get a feel for how they approached it. It's really all just picking up a pen and trying it, like I said, and building a mental library of what works and what doesn't.
