I find that drawing people from imagination is mostly about learning how things should be in relation to each other. So like how the ear lines up with the nose and the eyebrow, or how the elbow lines up with the bottom of the ribs/bellybutton area. Generally speaking everything I've seen suggests learning the overall forms of the body before focusing on learning the actual anatomy, so I guess the progression should be: proportions then forms then anatomy.
