Even further, because Akira Toriyama is also the writer of Dragonball, and basically overall entire creator.. the art style that he naturally possess mixes perfectly with the kinds of stories he writes, the kinds of characters he draws, their personalities, etc.
It is natural, it fits, it's masterfully done by a real artist.

The west fails at this completely. They hire an art director who has no style of his own, who has no stories in his head, and he then has to train countless other artists to design characters and other stuff in a new and unique style to go along with a story that nobody in the entire company apart from the writer truly care about. There is no cohesion, there is nothing natural about the style, no love. Just some trash made up as quickly as possible to make money.

Anime styles are the culmination of an individuals entire life and soul.
