You pretty much nailed it. The american artists who are storyboarding these shows seem hyperfixated on keeping everything on model and making things easy for the animators (animating isn't easy at all but you get my point).
The japanese are more confident in pulling off ambitious shots with dynamic movement.
This webm doesn't exactly show off anything mindblowing but it shows the little nuances they add in mundane scenes, such as the smear on the hand as it flicks down and the way the characters go off-model for the sake of visual slapstick.
Then again, this isn't just a matter of artstyle, it's also how the production of the show is handled. A lot of these upstanding japanese-made anime are animated inhouse while just about every american anime is shipped off to be handled by a korean studio.
