depends on the outcome you want.

properly constructing a drawing gives you more control over details and it generally looks very appealing to see solid forms in a drawing.

some artists though use a contour drawing approach. it looks flat but some artists can pull it off really well, like moebius. but it also has to do with moebius having strong observation skills and good control over his linework. he could very easily construct drawings if he wants to (and has, look up blueberry)

they're just two approaches to the same result.

your drawing sucks, not because of contour drawing or chicken scratching, but because you lack artistic skill and a thought process to your work.

it's why learning art fundamentals and setting a foundation is important.
