This is me. You're basically in the same boat as me except I don't have self diagnosed brain problems. Stop overthinking everything and draw. Questions you can find answers to will present themself as you draw, but broad generalist questions like what you're saying don't help anyone. The only thing holding me (and probably you honestly) back is a videogame addiction, and there's no way to fix that besides discipline.
Also, copy things instead of trying to immediately jump into construction. It's way easier exercise for a beginner and it's what most of these "draw as a kid" fucks did anyway.
