like, sparkly irl, or as if the dress were sparkly and the pic captured it? dip a bright in some thinned titanium white, then carefully pull your finger back along the brush so it "flicks" specks of paint. I think you pretty much just need a "line" of specks along her thigh to give the sparkly impression.
