The drawing becomes better? Nah. When you simplify so much that you rely on hairstyles to tell characters visually apart, that is not "better".

It's simply a fact that the most distinctive thing about most anime characters is their hair. This isn't to say there aren't different and/or character-specific ways of drawing the facial features of course. You posted Slayers which has very distinctive faces.
Anyway, not sure why you're making this into an east vs west thing. Asukafag's drawings don't look like that because he's "western", they look like that because he sucks.
