There's a world of difference between the ref and yours. There are structural differences where the original feels like a solid, rigid mass, while yours is mushy. There are a few reasons for that.

First, you're missing out on key landmarks and proportions. Nose is a completely different size, and your ear is drifting off the head. Do a thorough construction first, focusing on major forms before minor forms, so that everything lines up where it should in 3D space.

Second, you have very poor separation of shadow and light. In the original, there's a very clear binary of shadow masses and light masses. In yours, that division is lost: many of the lights in your darks are too light, and vice versa. Notice how clear this is when I blow out the contrast as in pic related.

Figure out which regions belong to the light and which belong to the shadow, and keep that division consistent. If 1-4 on your value scale belongs to the darks, and 7-10 belongs to your lights, don't allow any cross-over. The lightest light in your shadows should still be darker than the darkest dark in your lights.
