I noticed with my Cintiq 12WX, before it went completely bat shit anyway, making lines was a bit more intuitive for me at the time I'd used it. However a lot of that may have been the fact that I'm miserable at drawing to begin with and was certainly unpracticed with whatever gadget I was using beforehand (I think a Wacom Intuos 3 Medium).

You're right though, anything that increases your speed and accuracy making lines even if it's only a marginal amount is something that's absolutely invaluable for animators-but perhaps less necessary for painters whom spend far more time concerning themselves with blocking in colors and so on than lines specifically, which a lot of the time are scanned in from traditional pencil/ink drawings which is much more cost effective.

There's also a matter of whether or not you can draw worth a damn to begin with. If not, why buy a Cintiq now when, by the time you'll actually be able to use it to the fullest the one you have will likely be outclassed by a newer product? If you can't draw very well yet anyway you should bust out the pencils and office paper until you fix that, at least somewhat. By the time you're "ready" you will be able to get the model of Cintiq you want now used for far less than you otherwise would, or you'll have a new model available at a similar price that makes the old one look like crap
