There's no shame in drawing without references. They're very useful when you're fixing up details and errors and whatnot in your art. That being said, if you do want to draw without using references what I like to do when I doodle is getting into the habit of drawing 'loosey-goosey', as in drawing without much planning by allowing yourself to be sporadic with the subject until you get something more concrete, if that makes sense.
Whenever I draw in MS Paint, I always start out with drawing the bangs and the head and then however I end up drawing the neck and shoulders, I follow through with some sort of pose that would make sense for that head position. I genuinely don't know how to draw any other way.
