You're probably trolling, but I'll take the bait.
The clouds are overendered compared to the flat pokemon. the clouds should be cellshaded like the pokemon or the pokemon should be rendered like the clouds.
Control your lines. This piece looks so shit because your shading is wobbly. Learn to use masking layers or the select tool.
Bulbasour should be looking at squirtle. Squirtle looks stiff exagerate his pain.
