Basically, what the anon above said. You need to use at least some elementary construction for your preliminary sketches. I know that Loomis is /ic/'s meme par excellence, but there's a reason why his construction method is still so popular and widely recommended (pic related).

You don't even need to follow all of his advice (or that of any instructor) so closely to the letter; just using the slight outlines of relatively simple volumes, such as spheres and quadrangular prisms, along with a pair of axes to guide the placement of the features, can go a long way to give faces a sense of accuracy and three-dimensionality.

What is the best method for learning to draw if I can't hold an image in my mind? Most methods assume that you can hold an image in your mind. But I can't, and so most methods don't work for me. For example, even just drawing a circle for a head implies you have a vague idea of what the head should look like at the end. But if I can't picture anything in my mind, then that doesn't work because I don't know how big or small or where on the paper to place the circle to begin with. I can't rough sketch when I can't imagine the final work I am trying to create.
