tbqh i really dont know lol
i mean, i have different ways to draw the background, but the most important things i always do is find the skyline and then do the perspective lines, after that i try to do an empty room, maybe with some big stuff like furniture, and progressively add small stuff, the thing is, i do all in one layer, so everything is rendered by the time i'm adding new stuff, i'm not really good at finding the correct composition for backgrounds, but this thing about progressively adding stuff, helps me to see if something looks good or not, and take it away easily
idk if this makes sense, but see pic related, it's a progress gif of a 2017'drawing of mine

even if you'r a beg it looks fine, but in the future, when you get better, it's always important have on mind what is the main focus, but that doesn't mean you draw that first and let the backgroung (BG for shorter) for later, you have to try make everything from the beggining
i love doing BG (pic related) in this gif i didn't put the actual first sketch with all the characters but i like to make the BG first with perspective and then add the characters where their supposed to be so they dont look like they are not in the right spot, at the end i put lots of details to make the BG even more full (love doing BG full of shit xD), if it's a simpler BG or enviroments i do the same
