I fill a page with ideas in pencil and then I take a picture with my phone and import it into a program like manga studios or Photoshop. I loosely trace them then. That being said, I do work digital only as well(pic related) and although some lines are clean it is pretty sketchy still before I clean it up. I have a bad habit of over sketching my drawings actually. I find that it is best to go back and forth and really get good at both traditional and digital for maximum benefit.

The key to good line work is just practice. Make a habit out of executing curves in a single stroke. My favorite practice is drawing 2-3 dots on a page, evaluating, ghosting the line, and then drawing a (hopefully) perfect curve between them in a quick stroke. It all comes down to how confidently and accurately you can execute single strokes in my opinion.
