Imagine you're holding some kind of fan meetup, and you get asked to draw something really quick and you start looking for reference on your phone, pathetic, you should be able to at least draw the heart of the art organically

Knowing any of those things with your current skill level, believe it or not, won't help you make a better portrait. I'm speaking from firsthand experience when I say that anatomy does jack shit when you can't draw basic forms, let alone observe with any accuracy. As a beg/int, you will be crutching onto reference for dear life to accumulate information to pull from later. Also you can draw a very believable body without knowing any of the underlying anatomy, however you'll be heavily neglecting your ability to invent and know what it is that your looking at.

What construction does, and perspective by extension, is allow you to find a point in relation to another point along x, y and z coordinates in a pseudo 3d space. You won't be able to make much use of any fundamental if your eye is not developed to be accurate. Have you looked into how to train your accuracy? If so, what resources have you looked into?
