The way he words it is obtuse, but basically, he uses the elipse to find out ho long it has to be. The starting point, reffers to the fact that you know the elipse is adjecent to the lower side of the sqaure and the two perspective lines. Then you just draw the apropiate elipse degree and close of the box. (see picrel)

I have checked a ton of resources, and it seems to be quite litterally experience and intuition. I have looked for any more in depth resources, and there seems to be none. You just have to know the correct degree of the elipse by experience. Scott recomends drawing a lot of elipses over perspective grids to train.
