It looks more like the floor is covered in crumbled sheets of paper.

1) Water doesn't have this many waves that connect to each other; moreover, they are not that straight and get less dense the closer they are to you.
2) You're using the same brush for waves as for solid objects, which makes them look solid.

To make them look like waves, you can do the following:
1) Erase most of your lines.
2) Draw new, fluid, lines that have roughly the same direction and get less dense up close.
3) Switch to the background color and move your brush quickly but discriminately over the lines to erase dots from them, removing the solid look.
