Always measure. Use a line to help guide you if possible. You can make the legs long stylistically but typically the ratio from the head to the hip section is what makes a body feel mostly believable. It's ok if you're having trouble right now and it ends up long when you do the gesture in real time, you can always adjust it afterwards. Just be mindful of it.
