You are looking way too deep into this.
Look at your scene, or think about it in your head.
Is it exterior? Interior? Are there people? What kind of lighting situation is it? Is it an overcast day? Or is it direct sunlight? What are the colors of all of the objects?

When making a palette, just think:
"What do I want my piece to FEEL like?" you want something lonely and cold? Well use colder colors, like a cold-blue, a more neutral-yellow and a cooler-and-neutral-red.

Just remeber the formula:
Color of object + Color of light = light side color
Color of object + Complement of light color + X = dark side color(s)
[where X is bounce light from the ground, ambient light from the sky, reflected light from other objects]

Have fun with it! It's in digital, so you can put everything on a separate layer then delete it if it doesn't look good!
Don't be scared to dive right in, you have to start somewhere!

Okay well I'll tell you how we do it.
Start with thumbnails, in the scale of the finished picture.
Then just expand your thumbnail sketch, and add in the details, afterwards you ink and finally color. This will help you determine the resolution and size of your published comics (if you're interested in printing them)
