This technology has existed for a couple years and it hasn't replaced artists yet. I think everyone can agree that coloring/inking is the most algorithmic part of drawing (assuming you're going for realism), so it's not surprising that that's getting automated first. The final output is still only as good as your initial line drawing, there's still no program that will take a scribble and say "this is a human head" and fix the proportions and put it in perspective etc. I don't know how much input the user of the program has in the coloring process, but it can't be as much control as traditional painting gives you.
Ultimately this is all just an attempt to cope though. In principle, AI can and will completely replace human artists eventually. It's just a question of whether it will happen in our lifetimes.
