I was living in a super poluted city at the time, very atmospheric. Study how light interact with and in thick mists I'd say. In general things in the distance have lowered contrast, but can still keep their refelctive highlihgts. 'atmospheric fog' is a term you want to google
I lower the contrast on my pictures all the time, then add more where i want more. once I've added the contrast i lower the contrast again and repeat these steps untill i feel like the values are perfectly balanced.

I think pic related is the trick your looking for?
It brings color into your value swifts. Do this to a flattened image. select the colors you dont want with 'replace color' or just erase them out and set the layer on color mode.

Biggest improvements were in school for sure. Some guys came in drawing stick figures and ended up in AAA studios after graduating.

Take that with a grain of salt tho as the drawing to the left they gave us only an hour and the one to the right we had unlimited time.
We simply didnt sleep at that school, so yeah i think its hours put in mostly. Also make sure you study from good resources, dont waste your time.

Usually I work in high contrast first, this make sure everything is readable on the most basic level. then fill in everything in between. When im nearing finish ill remove the darkest darks and lights lights to put them where i want the most contrast or they seem the most natural.
Colors i usually keep very basic, depends on the mood or design im going for. the chromatic aberration your talking about is achieved with the curves turned up like this and then lowering the opacity or erasing out colors you dont want.
