To distribute popularity/avoid star-studded teams, each character will be voted by popularity or (you)s. The characters with the most votes will be the headliners of each team, but they will not be team captains. The rest of the team members will be chosen randomly. Here, whether the votes are anonymous or not doesn't matter.

Random but there may be an exception or two.
