Is it normal for someone to be really horrible at drawing certain things but to be good at drawing others?

Like someone who can draw people very well, but can't draw environments or someone who can draw mechs but can't draw animals.

Should an artist strive to be well-rounded from the start? Or Is there a point when this evens out?
