Fighter sprites were usually drawn on paper first and then digitized

I wonder who drew the animations before they were digitized into pixel art. The simplified blocky shapes are just hnnggh

Depends on your reason for doing so. If you want to create pixel art/sprites then definitely. If you just want to draw stylized shit, yeah, you'll still be able to learn a lot about dynamic poses and such. Pixel art in general is a great way to learn many aspects of the fundamentals, but yeah if your main goal in art is to paint landscapes in oil your time could probably be spent better elsewhere. Keep in mind that many fighting game sprites where drawn first on paper by traditional animators and then traced digitally like pic related. Also check out artists like Bengus if you haven't already.
