The placement of the features and shape of the head are a fair bit off, and the hair doesn't work. With hair try and drape it over the forms of the head as if it's fabric, pic related.

I second the other anon that it seems too dark, and I'd say the contrast is off. When underwater, light tends to soften values a bit, think of it like it's lighting up the water all around you, almost like mist or something. Unless you're deep down, in which case light struggles to reach that far. Basically check out some diving footage reference and figure out what depth you want for this.

Other than that it's looking good, the composition could be tweaked though. Making the shark bigger would make it more threatening, because right now he looks a little kawaii to me, and I'm not sure about having her covering him and taking up so much of the screen. Keep at it anon.

These are improving anon, I'd suggest doing some with 100% opacity/hard brushes though, these are very soft and blurry in places. You can always do it with hard shapes and then soften whatever edges you want, I do that most've the time since it gives more control over edge design.

Ah I deleted the post to reupload with better colors

Managing crowds is really tricky! But now I have the base values in there I can just cut out things and moove them around (the wonder of digital ~~)

I wanted the guy with the red ring to read as a prisoner. I might have overextended on the claustrophobic idea. Maybe I'll just have to resort to showing his hands in shackles hmmm

Try to simplify it. Take another piece of paper and try out different ways to achieve the affect.-- When you've done it a couple of times your solution will be much simpler. Painting // drawing hair is much more about suggestion than anything else.

IF you draw every strand of hair individually it'll look really weird (because we don't see each hair seperately but only observe hair as large masses + stray hairs)

Here check out what Ian Mcaig wrote on the subject (lots of cool things on his blog too)
