It's a little bit of both. There haven't really been any new discoveries in representational drawing for quite a while, only unique approaches to tackling the same problem. A lot of our current knowledge (constructing the figure from basic forms) isn't anything new: Take the Cambiaso in pic related. I'm sure there are a ton of other examples in Hale's Drawing Lessons From the Great Masters (haven't gotten around to reading that yet).

You can search tehmeh on the archives (warosu) and see lots of informative posts he's put out there. From my understanding you could also probably shoot him an email or facebook message and he might respond when free. I don't know if there's much he can teach you that he already hasn't said here or elsewhere (I believe he was in ImagineFX a couple of times, recently in December).

When it comes down to it, all it is is learning to observe accurately what is around you, and developing an intuition for what looks good and what doesn't. Most of the points I mentioned in the previous post pertain to the former and a couple to the latter. It's all the same information that's been taught in classes, published in books and taught to apprentices for many years. Paying attention to life and paying attention to what is done and taught is all there is to it. In paper it's all a very simple process - the hard part is putting in the years of effort to become good at it all.
