1. there's a lot of empty space around the image, you might want to crop that or give it some kind of background to fill the space
2. maybe? a slight bit, it depends on how willing you are to draw all of them often. Hat decal might be too detailed to not be annoying after a period of time, but otherwise the decals are fine

as long as you're willing to draw them frequently, your decals are ok. if not, then you find that out on your own and the design evolves to include less of them for a less annoying alternative

I like some over designed jrpg stuff, like pic related but only because it appeals to my specific likes. Big swords, large pants over thin legs with big ol shoes. Kingdom Hearts design quirks kinda stuck with me

Shulk from xbc1 kinda satisfies that niche for me as well but Rex still looks a bit wonky because of his weird shorts under his diving gear

Large shapes -> small shapes. You can always detail something simple, but going in reverse is harder. Be aware of patterns and repeat elements to maintain visual cohesion - all the detail in the world is pointless if your design is all over the place(pic related - don't do it).
