She wears a style of dress that's for girls under 16, an overbust high neckline and hairband, she's 19, and it's shorter than it should be. The dress should be knee length, though a proper one for her age and social class would be a low cut floor length one made from layers on layers of sheer silk chiffon and corded petticoats to hold the shape. She should also have a cap and veil.
The mules are a rich women's shoes for walking outside, hence the platform. Since she's outside she should also wear a wide brimmed hat with a falling veil and a tucker on the neckline, as well as a cane, and be escorted by a maid.
