because they aren't child *like*, they *are* children. That's, you know, kinda the whole point of LOLITA (young girl) and SHOTA (young boy) complex, it's pedo- (as in child) -philia (as in sexual attraction). Neither one of those things are true. The thing about loli/shotacons is that they're attracted to *children* and they make sure that their art accurately represents what makes the childlike figure sexually arousing to them. There are leagues of difference between that and a sexually developed teen character (if you have an actual fetish for that it's ephebophilia desu-nee) or a moefied adult character. I'm not one of those retards that screech "PEDOPHILE AAAAH PEDOPHIIIILE" off the rooftops if you heckin' DARE look at a 16-17 year old the very SECOND you turn 18 years of age or watch anime or whatever other complete neo-puritan nonsense that's mixed up laws regarding pornography and sexual exploitation of minors for actual moral standards. I know of at least one couple where one was 16 years of age and the other 5-10 years older who got married and are still married 30 years later and there's nothing wrong with that. Legit ephebophilia is skeevy and degenerate, but pedophilia is actual mental sickness that can cause harm to children, and society at large has *very* good reason to hate it.

in Japan, manga is a culture that everybody love. Even if you art is shit, you can still make a comic into comic. It's natural that you see bad art, out of millions of creator and only a dozens of them are actual professional.

In the US comic culture is very segregated from the rest of the entertainment world, the press dont want to bother with them, or want to market comic. It's the industry where the common people don't want to bother, leaving only elitist and pro or of the pro to make it. Thus you see less of comic variety. It's culture where comic independency is impossible, you technically have to work for the industry and draw what they want if you want to make a living.
